A Fiscal Intermediary, or FI, is a company that administers programs and implements funding sources to pay for services. An FI ensures state funds are administered appropriately in paying employees who provide personal care assistance and similar services through Department of Disability Services and Department of Social Services programs and funds. The FI assists in managing paperwork, paying employees, reporting, and other administrative functions the individuals may not be able to handle easily on their own.
Processing payroll often involves timesheets. One of the many systems RSI has developed to assist FIs with their operations is the processing of Electronic Visit Verification (EVV) records. EVV is a federally mandated process for all Medicaid personal care services and home health services. It involves employees using their cell phones or other devices to check in, check out, and provide information about services they provide to their clients. This eliminates the need for employees to fill out and send in paper timesheets to the FI. It helps to cut down on fraud and ensures that providers can focus on providing the care their clients need.
While there is a mandate on providing EVV services, there is no mandate on using specific technologies or providing specific data points as part of the EVV process. Different states or agencies working with an FI can choose to use different EVV solutions with different transmission methods and data specifications and can even change to a new one if they’d like.

The process can be customized with minimal effort to accommodate differences in EVV solutions and transform different data inputs into a standard format used to process payroll data. This is important, as RSI has worked with many different EVV providers working with the same FI – handling each individual format separately would be more complex, harder to maintain, and more confusing.
Using modern design patterns to keep the solution modular and consistent has helped make it easier to maintain the system and accommodate distinct EVV solutions. Minimal changes are needed to consume data from each individual EVV provider, and the rest of the solution works the same regardless of the original data format. RSI can tailor these modules within the system to respond to any changes to data format or to accommodate new EVV solutions quickly and accurately, providing quicker value and return on investment to the FI.
